ECE (European Credit Transfer and Accumulation System & Credential Evaluation) Explained A Complete Guide for International Applicants
Whether you are pursuing recognition in Canada, the US, or another international destination, understanding how ECE credential evaluation works and what documents you need is the essential first step. Edvantage Solution guides you through every stage.
When international credentials enter the North American or European employment and education landscape, they need a translator not of language, but of academic equivalency. ECE, or Educational Credential Evaluation, is the process that provides that translation. For candidates moving between countries for work, further study, or professional licensing, ECE reports are the documents that open doors.
This guide explains what ECE credential evaluation involves, who needs it, what documents are required, and how Edvantage Solution helps ensure your evaluation is accurate, complete, and delivered on time.
What is ECE credential evaluation?
Educational Credential Evaluation (ECE) not to be confused with Early Childhood Education refers broadly to the formal process of assessing foreign academic qualifications and determining their equivalency within the education system of a new country. The term is most commonly associated with ECE Canada, operated through World Education Services (WES) and other Designated Organisations, and with similar services used in the United States, Australia, and the United Kingdom.
In the Canadian context specifically, ECE is required for Express Entry immigration applications, provincial nominee programmes (PNPs), professional licensing, and post-secondary institution admissions. In the US context, it aligns closely with NACES-member evaluation services.
| For Canadian Express Entry applicants, an Educational Credential Assessment (ECA) from a designated organisation is mandatory for claiming points for foreign education under the Comprehensive Ranking System (CRS). |
Who needs an ECE report?
- Canadian Express Entry applicants an ECA is required to claim CRS points for foreign education credentials
- Provincial Nominee Programme (PNP) applicants many provinces require or strongly recommend ECE as part of their selection criteria
- US professional licence seekers engineers, architects, and other regulated professionals need credential evaluation for state licensing board applications
- Post-secondary applicants universities and colleges may require ECE for admission to undergraduate or graduate programmes
- Employment applicants employers in regulated industries frequently require ECE reports as part of their hiring process
Designated organisations for ECE in Canada
For Canadian immigration purposes, only evaluations from IRCC-designated organisations are accepted. The principal designated organisations include:
- World Education Services (WES) the most widely used designated organisation, accepted for most Express Entry and PNP pathways
- International Credential Assessment Service of Canada (ICAS)
- Comparative Education Service (CES) University of Toronto Schools
- International Qualifications Assessment Service (IQAS) Government of Alberta
- Medical Council of Canada (MCC) for medical graduates only
Choosing the right organisation depends on your profession, destination province, and the purpose of your evaluation. Edvantage Solution advises clients on the most appropriate designated organisation for their specific circumstances.
An ECE report does not just validate your degree it translates years of academic achievement into the language of your new home country’s education system.
Documents required for ECE evaluation
ACADEMIC TRANSCRIPTS
Official transcripts must be sent directly from your institution to the evaluation organisation in a sealed, stamped envelope, or through a secure electronic delivery system. Most organisations will not accept documents handled by the applicant. Transcripts must cover all years of study and include grading scales.
DEGREE CERTIFICATES AND DIPLOMAS
A certified copy of your final degree certificate, diploma, or parchment is required alongside transcripts. This confirms the level and title of your award.
CERTIFIED ENGLISH OR FRENCH TRANSLATIONS
Documents not in English or French must be accompanied by certified translations from a professional translator. The translator must be accredited and must provide their credentials alongside a signed accuracy statement.
COURSE DESCRIPTIONS / SYLLABI
Some evaluation organisations and most professional licensing bodies require course-by-course descriptions to verify subject content. This is particularly important for engineering, architecture, and health profession evaluations.

DOES AN ECE REPORT EXPIRE?
WES ECAs for Canadian immigration are generally valid indefinitely. However, Immigration Canada requires your ECA to be issued by a designated organisation, and if your credentials or academic history have changed, a new evaluation may be needed.
